Employer-Led Workforce Development Project
Project Overview
The Employer-led Workforce Development Project is a transformative initiative that carries the potential to reshape how workforce needs are identified and addressed in Newfoundland and Labrador.
It is led by the NL Workforce Innovation Centre (NLWIC) and funded by the Government of Canada’s Future Skills Program. This project introduces the implementation and evaluation of Canada’s first pilot of the Talent Pipeline Management (TPM) Model, an employer-driven framework originally designed by the U.S. Chamber of Commerce Foundation.
To bring this model to life, NLWIC is working as evaluator in collaboration with the Atlantic Chamber of Commerce (ACC), which serves as the project’s TPM implementation partner.
With three key employers in the driving seat, six strategies of the TPM model will be applied in the Baie Verte region’s mining sector, with a focus on strengthening the mining industry through workforce development and the broader labour market and supply chain that supports it.
Additionally, the Baie Verte Chamber of Commerce (BVCC) is delivering on-the-ground implementation of TPM, helping local employers and stakeholders adopt this model in real time.
Through this pilot, employers will lead the process by defining their talent needs, identifying skill gaps and working directly with education and training providers to build solutions that reflect the mining sector employers’ labour market demands. NLWIC will evaluate the project throughout its lifecycle by tracking outcomes, capturing lessons learned for best practices and assessing the model’s effectiveness in a rural Newfoundland and Labrador context.
As the project progresses, NLWIC will develop and share a Final Report to highlight the learnings and results that emerge from the pilot. The Future Skills Centre-funded Employer-led Workforce Development project aims to offer a model that other employers in the Baie Verte Peninsula and in other sectors across the province and country, can adapt to guide their workforce needs.
